New Rule at Euro 2024: Only Captains Can Talk to Referees
According to UEFA.com, UEFA has implemented a new rule for Euro 2024 aimed at improving communication and reducing on-field confrontations.
No more crowding the referees as referees will only engage in discussions about key calls with team captains. This removes the current situation where referees are often surrounded by players (“mobbed”) trying to influence decisions. England’s Harry Kane, along with all other national team captains, will be the sole players allowed to approach and speak with the referee regarding decisions.
The goal is to foster a more respectful environment. UEFA hopes that eliminating the chaos of multiple players arguing with the referee will create clearer communication and a smoother flow to the games.
Players who disregard the new rule and approach the referee in protest risk receiving a yellow card, the same penalty used in rugby.
An interesting wrinkle is the scenario where a team captain is a goalkeeper. In such cases, a designated outfield player will act as the spokesperson if an incident occurs far from the goal.
Rosetti’s Comments
UEFA’s managing director of refereeing, Roberto Rosetti, explained the reason behind the change. He emphasized the difficulty for referees to explain decisions when surrounded by a swarm of players. Rosetti believes this will lead to a calmer atmosphere on the field.

While there is sure to be some debates about this rule, UEFA hopes this new rule will allow referees to better explain their decisions throughout the tournament. Captains will play a crucial role in ensuring their teammates respect the referee’s authority and avoid unnecessary confrontations.
