The club had been ready to pay big money for Savinho, even considering a record-breaking offer.
However, transfer expert Fabrizio Romano revealed that Manchester City will keep the young Brazilian.
This forced Spurs to explore other options. Alongside Lookman, Xavi Simons was also considered, but the Dutchman has agreed personal terms with Chelsea, making that deal unlikely.

Lookman has been linked with several clubs this summer, including Inter Milan, but a deal did not happen due to Atalanta’s valuation. The Italian club wants around €50 million for the forward.
